The united is stronger than the separate, this is the founding principle of The Unitary World State, or Unitary State, the government that out of the chaos and discord of the 21st century, managed to stabilize an anarchic world. Throughout history humankind has always been divided, forced into war and conflict over meaningless boundaries and needless competition for resources. Now in our modern world all of that has changed. There no longer exists any political boarders or competing governments, instead there is but one state, one world and one government, each indivisible from one another.  Although only having officially been formed five years ago in 2070CE (0UE) the roots of the movement that brought about the formation of a unified world in fact go back decades. This paper shall offer an examination of the history of the Unitary State and a breakdown of the organizing bureaucracy and structure of the state.


Although the idea behind a unified world government has existed throughout history, it was not until the crisis of the 2030’s that the implication of such a plan became necessary. The early 30’s were known for a period of increasingly frequent and intense weather patterns. This was primarily in the form a number of category 8 and 9 hurricanes and typhoons that rampaged through the Atlantic and Pacific coasts in addition to a tsunami that devastated most of the Philippines. This widespread devastation was coupled with the already growing environmental crisis that had been building due to manmade climate change. Rising ocean levels had already begun to swallow a number of costal cities and increased desertification in North Africa, Central Asia and North America led to rapidly increasing food prices and the outbreak of mass famine in the developing world. The summation of all these events lead to the Great Migration, the greatest refugee crisis the world had ever seen. Over the next 10 years 300 million people would flee their homes. By the end of the decade more than a quarter would be dead as a result of starvation, disease or conflict.

By 2035, the Great Migration and trillions of damage done as a result of the environmental shockwaves had led to a massive global depression as states struggled to cope with excess economic burdens. This resulted in the collapse of the European Union and the devaluing of the Euro, further exacerbating the economic crisis.  However by 2040 things seemed to be improving. Rationing was still common practice across the world and millions of refugees continued to die, but economic stability was slowly returning to the world and region stability was slowly being enforced. Just as hope was beginning to grow however the oil shocks began. The House of Saud had always been secretive about the extent of the Saudi oil fields, however by 2040 the truth became apparent that their oil reserves had finally dried up. This prompted the Saudi-Iranian War in which thousands of Saudi troops equipped with American weaponry poured into Southern Iran and Iraq (which had been partly annexed by Iran in 2028), seizing oil fields. Fierce fighting between the two sides led to many of these oil fields burning. The collapse of such a vital part of the global oil supply delivered a crippling blow to a still fragile global economy. Not long after war broke out between India and Pakistan over water supply. The war quickly escalated into a limited nuclear exchange which left millions dead and both countries in anarchy.

This would mark the start of what’s now know as “The Great Collapse” the rapid collapse of many of the former world governments and the breakout of civil war and regional warfare across the world. The UN was dissolved following a terrorist attack on the New York headquarters resulting in the deaths of the Secretary General and hundreds of diplomats and government officials. In 2042 the United States of America coerced Canada into the Act of Unity, splitting Canada in 6 states that would join the US. This occurred among the backdrop of 30% adult unemployment among American adults, widespread rioting, the collapse of Californian agriculture and the emergence of a barter economy. South America became a cauldron of near constant border warfare and mass atrocities with much of Venezuela in particular being reduced to ruin over the remains of its oil supplies. The government of Mexico completely collapsed and the country fragmented into anarchy, ruled by cartels and gangs who extorted the millions of refugees try to flee north to America. Although the Secure Boarders Act meant that even those refugees that made it across were usually shot by militarized American police. In 2046 the American President Gabriel Huxley suspended elections indefinitely after a terrorist attack destroyed the Capitol building and much of the American Congress. The “Huxley Regime” lasted for approximately 6 months, characterized by mass arrests and killings and the bombing of Toronto during a citywide protest. Finally however riots and the support of the army led to the arrest and subsequent lynching of President Huxley. It was at this point the world truly began to change.

The World Governance Party had long been operating behind the scenes, having formed during the crisis of the 30’s. It was a political party built on the idea of global integration, freedom of trade and movement. Across most of the world it had enjoyed only moderate success. However, with the death of President Huxley and the disarray of the American political system the World Governance Party and President Jameson More were quickly voted into office to widespread elation. More was able to quickly restore some degree of stability to North America and began a pacification campaign in South America to bring order to the region and install friendly governments. Meanwhile World Governance Party candidates gained the support of a collection of Russian oligarchs and generals and seized power of the Russian Federation as a ruling council. The successes of these regimes lead to further support for the movement across the world. Protests and uprising occurred more and more frequently, often funded with American and Russian support. In 2052 the infamous Prime Minister Barrett of the British State was burned alive during an attack on Parliament. 2054 saw the bloody Indian Civil War breakout between the World Governance forces in South India and the Chinese Allied Hindustan Command Council in the North. The conflict would later evolve into the larger South Asian War, it would claim millions of lives and not be fully ended until 2068. As more states across the world began to be ruled by members of the World Governance Party, increased cooperation and integration between the states became possible. Although the leaders of each state had risen to power under very different circumstances and operated in different manners, the overarching desire for global governance still unified them all. It was this common desire that led to the creation of the World Council, a federation of allied states to discuss the integration of their respective governments and how to rebuild following the chaos of the past decades. The World Council first led to the creation of a common currency, then military alliance and finally a fully integrated military command structure. The accumulation of these efforts led to the final confrontation with the People’s Republic of China in 2068 after the conclusion of the South Asian War. The PRC had, against all odds maintained its state stability after so many other governments had fell and had been one of the most ardent resistors of the World Governance movement. However after the occupation of Korea in 2069 and the subjugation of Southern Europe, the PRC was the only remaining non-World Government state in the world. After one more year of horrific fighting, all of China was finally occupied. With the conquest of the last non-cooperative state in 2070 the World Council, after years of preparation, declared the dissolution of the international order and the birth of the Unitary World State. A single central government was formed out of the World Council parliament and all previously existing political boundaries were declared non-existent.

Although the underlying principle of the Unitary State is the removal of all political boundaries and governments, nevertheless separate regions exist to provide more effective administration and cultural cohesion among its inhabitants. The Unitary State is divided into seven regions each of which is administered by an overseer who reports to the Unitary Government. The regions are The European Region (ER), Greater Eurasia (GE), The Oceanic Prosperity Sphere (OPS), The North American Union (NAU), Grand Colombia (GC), The Arabian Protectorate (AP) and The Coalition of Africa (CoA). The only land not divided as part of the regional system is Antarctica, as it has no permanent human population. As such it is under the control of the Ministry of Science from which to conduct scientific surveys and operate research bases. While each region is still unified with one another in the sense that there are no strict borders, trade restriction or division of military, they are separate to provide more efficient legislation and disaster relief. Similarly each region is divided into smaller “zones” which are roughly equivalent to pre-unification countries. An example would be the European Region, which is divided among the Iberian Zone, Gallic Zone, English Zone, Baltic Zone, and more, each of which is administered by a locally appointed governor.



“Every human ever born and every human born forever after is to be considered a citizen of the Unitary World State and protected by the rights listed hereafter” – these are the opening words of the Rights of the Citizen, the declaration of rights and protections inscribed to all humankind. These rights include equality before the law, the protection from arbitrary harm, the freedom of movement, the freedom of expression (with the exception of the expression of beliefs that are harmful to the Unitary State) and more. While all citizens enjoy an equal protection of rights, involvement in the politics of the state and voting rights in local elections are limited to Global Citizens. Global Citizens are members of the general population who have completed an education at a state sponsored institution and have been found to be sufficiently trustworthy, intelligent and loyal to the state to have the right to participate in government. Of the 10 billion citizens of the Unitary World State more than 100 million have earned the status of Global Citizen, and are responsible for operating the complex government and bureaucracy of the state.

Government Structure

The legislative government of the Unitary State is primarily organized by a 500 member global unicameral legislature known as the Unitary Assembly or simply “The Assembly.” Regional electoral assemblies nominate the members of the Assembly every 10 years to serve a 10-year term. As the Unitary State has only existed for 5 years, there has not yet been a Unitary Assembly election. The Unitary Assembly is the legal global governing apparatus for the whole world, and as such holds vast authority over constitutional amendment, military deployment, economic policy and more. However due to the massive scale of the Unitary State, many of the day-to-day practical responsibilities are held by the various government ministries. While there are dozens of specialized ministries handling a range of responsibilities, the most notable are the Ministry of Trade, Ministry of Agriculture, Ministry of the Environment, Ministry of Health, Ministry of Secret Intelligence, Ministry of Infrastructure and Communities and the Ministry of Military Response and Emergency Preparedness. Together these seven ministries organize most policy in the Unitary State under the eye of the Unitary Assembly, though generally they are given great autonomy to operate as they wish. The main administrative center of the Unitary State is the “Central District” a new constructed capital located on the former site of Flin Flon Manitoba. This site was chosen due to its geographic isolation as well as proximity to fresh water, and is home to many of the leading politicians and bureaucrats of the State. For security purposes, access into and out of the Central District is highly regulated.

As an extra level of political authority, there exist local governors from the regional to zonal levels who handle general logistical and economic issues within their areas. They are elected by the Global Citizens of those respective areas, although the Unitary Assembly maintains the right of veto through simply majority vote over any governor appointments or decisions.

The executive government of the Unitary State is made up of two high counselors, who are responsible for setting the agenda of the Assembly, signing laws, appointing ministers, and approving membership to the Assembly. The current high counselors are Joey Blumenstein and Michaela Rutherford-Blouin, who were each instrumental figures in the organization and final establishment of the Unitary State. They hold sweeping executive power and it is under their benevolent guidance that the Unitary State is able to run. A third, though subservient, executive position is that of Supreme Military Commander, currently held by Ejaz Thawer. The Supreme Military Commander acts as the commander-in-chief of the military forces of the Unitary World State, they are answerable only to the high counselors. Commander Thawer, originally a Canadian military figure, rose to prominence during the South Asian war and claimed victory for the World Governance forces against the People’s Republic of China.

The Unitary Armed Forces is one of the largest military forces in the history of human civilization with 10 million regular soldiers and 20 million in reserves. The Unitary Armed Forces is the only legal military body on earth; all other mobilized unauthorized forces are assumed to be non-compliant rebels. The main purpose of the Armed Forces is to garrison non-compliant areas, enact marital law where required and destroy any destabilizing uprisings as they occur. The Armed Forces encompassed all army, naval and air forces available to the Unitary State. Overall military direction comes from Supreme Military Commander Thawer who dictates policy to the various generals that make up the military. A successful competition of soldier’s enlistment in the Armed Forces guarantees Global Citizenship and all the benefits that provides.

The Unitary Armed Forces work in close concert with the Ministry of Military Response and Emergency Preparedness. Although technically a separate legal entity, the Ministry of Military Response utilizes many specially trained soldiers in terrorist engagement and natural disaster relief. While the Ministry does operate with military specialization, any large-scale use of force or serious engagement with non-compliant combatants is handled by the Armed Forces, and lies outside of Ministry jurisdiction.

The Armed Forces have also been known to receive intelligence briefings from the Ministry of Secret Intelligence, usually in respect to the location of PLC bases. However, the Ministry of Secret Intelligence generally prefers to use its own specialized secret police whenever possible, much to the chagrin of the military command.

People’s Liberation Coalition (PLC)


A group of traitors and dissidents, the People’s Liberation Coalition seeks to destroy the unity of the Unitary State and plunge the world back into anarchy once again. The PLC is a loose conglomeration of non-compliant members of the Unitary State who have taken to armed uprising. They are primarily made up of ex-military personnel who were expelled from the Unitary Armed Forces during the worldwide military integration following the Unitary World State’s founding. Although the military of the UWS is large, it still represents only a fraction of the total global population. As many militaries were dissolved or conquered with the rise of the World Government, a significant number of former soldiers went into hiding, and began to actively plot against the Unitary State. These soldiers would form the backbone of the PLC, and in the 5 years since the formation of the Unitary State they have expanded to millions of active followers. While most PLC members live in hiding within the Unitary State, the most militant members operate openly within unpacified areas of the globe; this includes much of Western China, Siberia, the Himalayas and Amazon basin. The lack of infrastructure and active civilian resistance within these areas makes the elimination of the PLC extremely challenging. The Armed Forces are often engaged in constant guerilla warfare throughout these regions.

Despite the threat they pose and their large membership, the PLC is far from a centralized organization. It is instead made up of countless small local militias that share a common desire for the downfall of the Unitary World State. Aside form this the PLC is known to be wracked with political and ideological differences, and it is not uncommon for different branches of the PLC to fight each other almost as much as they fight the local Unitary State garrisons. The PLC also faces issues with training and military experience. While many of their ex-military members are experienced soldiers, the more recent recruits are a far lower quality and must rely of hit and run attacks to avoid direct confrontation with the far more disciplined UWS troops. The PLC is also mostly equipped with outdated military equipment and whatever they can scavenge from UWS supply depots. Despite all of these disadvantages, the PLC remains a serious threat to the security of the Unitary World State and their continued attacks threaten the legitimacy of the state.
